ARIN IU28 Medical Assistance Transportation Program Routing Service

This spring, ARIN's Transportation Department was approached by the Indiana County Human Services Agency to review potential services available for the Medical Assistance Transportation Program (MATP). The Medical Assistance Transportation Program, provides eligible Indiana County residents transportation to and from medical providers. According to the Pennsylvania State Plan under Title XIX of the Social Security Act, a funding allocation is made to each county for their use in providing non-emergency transportation to Medical Assistance clients who cannot meet their own transportation needs.

Mr. Greg Coy, Transportation Coordinator, conducted a research study that estimated by utilizing transportation routing software, ARIN could reroute or consolidate trips of MATP clients in an efficient and cost effective manner lowering annual costs for transportation service in the program.

ARIN is contracted by the County to coordinate MATP services for transportation providers from October 1, 2009, to June 30, 2010. This fall, ARIN is working through the transition process of the program by establishing communication links with the Human Services Department, updating software maps and client databases, developing operation policies and procedures of the MATP requirements for scheduling client trips, staff training and implementation schedules for successfully awarded RFP transportation service provider(s). ARIN will assume transportation scheduling responsibilities for the MATP beginning January 1, 2010. The Indiana County Human Services office will also be working closely with ARIN by determining client eligibility, communicating clients' medical appointment schedules to ARIN on a daily basis and ensuring the requirements of service delivery for Pennsylvania's Medical Assistance Transportation Program are in compliance.
